Officials Say Policy Supports National Development

The decree amends Burkina Faso’s 2021 higher education scholarship framework by extending Burkina Faso study abroad approval requirements to self-funded students.

“Under the terms of this decree, any Burkinabè student who wishes to begin studies abroad, whether receiving a scholarship or using their own funds, is required to obtain prior authorisation from the ministry in charge of higher education,” the Ministry of Higher Education said after the Council of Ministers meeting.

Higher Education Minister Adjima Thiombiano said the measure would help the government oversee academic programs pursued overseas.

“The state [will] monitor training content in accordance with the current vision of the government, to avoid social cases after studies abroad and to prepare the professional integration of these students,” Thiombiano said.

Authorities have not released details on how students will apply for Burkina Faso study abroad approval, the criteria officials will use to review applications, when the system will take effect, or whether students will be able to appeal rejected requests.

Reform Follows Broader Changes to Education Policy

France remains one of the top destinations for Burkinabè students. About 2,500 students from Burkina Faso were enrolled in French higher education institutions in 2022, according to Campus France.

The decree introducing Burkina Faso study abroad approval follows France’s suspension of visa issuance in Burkina Faso, Mali, and Niger in 2023 during a period of diplomatic tensions.

Burkina Faso’s latest measure also reflects a broader trend among some student-sending countries seeking greater oversight of international education. Earlier this year, Nepal proposed changes to its No Objection Certificate system that would tie foreign currency approvals to priority fields of study while increasing government supervision of outbound students.

Government Expands Education Reforms

The new Burkina Faso study abroad approval requirement is part of a wider set of education reforms introduced since Burkina Faso’s military-led transitional government assumed power in 2022.

Last year, officials launched a mandatory monthlong patriotic immersion program for students entering public universities after completing the baccalaureate examination. About 60,000 high school graduates participated in the first round, and completion became a requirement for university enrollment.

The government said the program aims to strengthen civic values, prepare young people for national service, and support the country’s defense during its ongoing security crisis.

More recently, authorities suspended the General Union of Burkina Students, one of the country’s largest student organizations, accusing it of glorifying terrorism after the group criticized the government’s handling of security issues. Rights organizations condemned the suspension, saying it reflected a narrowing of civic space.

The government has not announced when the new Burkina Faso study abroad approval process will begin.
