Governor’s Initiative for Cell Phone-Free Education
In a significant move to promote student health and safety, Governor Glenn Youngkin has issued Executive Order 33, which mandates the implementation of cell phone-free education in Virginia’s K-12 public schools. The executive order aims to eliminate cell phone use during instructional time, addressing the rising mental health issues associated with social media and cell phone addiction among children.
Governor Youngkin’s initiative comes at a critical time, with increasing concerns over youth mental health. Extensive use of social media and cell phones has been linked to chronic health conditions such as depression and anxiety in young people. On average, children spend 4.8 hours daily on social media, and studies have shown that spending more than three hours a day on these platforms can double the risk of poor mental health in adolescents. The order underscores the urgent need to create a healthier and more focused learning environment for students across the state.
Addressing Alarming Trends in Youth Mental Health
The implementation of cell phone-free education policies is particularly pertinent given the alarming trends in youth mental health. From 2019 to 2021, the rate of suicide among girls has increased by 167% since 2010, and for boys, the increase is 91%. During the same period, both boys and girls experienced significant spikes in depression, with rates rising by 161% and 145%, respectively. These statistics highlight the detrimental impact of excessive social media and cell phone use on young minds.
Executive Order 33 directs the Virginia Department of Education (VDOE) to develop guidance for school boards on implementing cell phone-free education policies and procedures. Local school boards are required to establish and adopt these policies by the end of this year, with full implementation set for 2025. The goal is to create a structured and supportive environment where students can engage in their education without the distractions and negative influences of cell phones.
Engaging Communities in the Transition
To ensure a smooth transition to cell phone-free education, the VDOE will be conducting a series of Commonwealth Conversations across Virginia. These discussions will provide opportunities for schools and communities to collaborate on establishing new norms around phone usage. Parents, educators, and community members are encouraged to participate and share their thoughts on how best to implement and support these policies.
The VDOE invites feedback from Virginians, emphasizing the importance of community involvement in creating a healthier educational environment. By fostering open dialogue and collaboration, the state aims to ensure that every child has the opportunity to learn in a focused and supportive setting, free from the distractions and mental health risks associated with excessive cell phone use.
