Hong Kong strengthened its position as a global Hong Kong education hub after five universities ranked among the world’s top 100 and two entered the top 20 in the 2027 QS World University Rankings released June 18, reflecting continued government investment and internationalization efforts.

Five Universities Secure Top 100 Positions

Hong Kong universities posted strong results in the latest rankings published by Quacquarelli Symonds, with five institutions placing among the world’s top 100.

The University of Hong Kong maintained its position at 11th globally, while The Chinese University of Hong Kong climbed 14 places to 18th, marking the first time two Hong Kong universities ranked in the top 20. The Hong Kong University of Science and Technology rose 11 places to 33rd.

The Hong Kong Polytechnic University advanced four places to 50th, entering the global top 50 for the first time. City University of Hong Kong also improved its standing, rising 11 places to 52nd.

QS said in a statement that Hong Kong emerged as Asia’s most improved higher education system for the second consecutive year and the second most improved globally among systems with three or more ranked universities.

Government Credits Investment and Policy Support

Hong Kong’s Education Bureau said the results reflect the government’s long-term commitment to developing the city into an international Hong Kong education hub.

“These achievements fully affirm the effectiveness of the HKSAR Government’s steadfast investment in education and its full support through the University Grants Committee,” an Education Bureau spokesman said.

The spokesman said universities have benefited from stable funding, recruitment of leading scholars, infrastructure investment, and quality assurance measures.

“The significant year-on-year rise in the overall rankings of our institutions further validates Hong Kong’s strong appeal as a premier hub for international high-end talent,” the spokesman said, underscoring the success of the Hong Kong education hub strategy.

The government said the performance of universities was supported by policy measures designed to expand capacity and improve educational quality.

International Recognition and Expansion Plans

Hong Kong universities also performed strongly in the latest Best Global Universities Rankings published by U.S. News & World Report. According to the Education Bureau, institutions in the city secured 20 subject rankings within the global top 10.

The Chinese University of Hong Kong, The University of Hong Kong, and The Education University of Hong Kong ranked first, second, and third globally in education and educational research, highlighting the city’s research and talent development capabilities.

Officials said the government will continue promoting internationalization and diversification in post-secondary education. Recent measures include raising the admission ceiling for nonlocal students in taught programs at funded institutions to 50% and increasing the over-enrollment ceiling for self-financing research postgraduate programs to 120%.

The government is also expanding efforts to promote the “Study in Hong Kong” brand internationally. A dedicated task force is working with higher education institutions to market Hong Kong’s academic and research strengths across mainland China and overseas markets.

Officials said initiatives such as the expansion of the Belt and Road Scholarship are intended to attract more international students and researchers to the Hong Kong education hub.

The Education Bureau said the progress of Hong Kong’s universities aligns with broader national goals to strengthen education, technology, and talent development while enhancing the city’s competitiveness as a global academic destination and reinforcing the Hong Kong education hub.
