Tokyo Gov. Yuriko Koike and New York University signed a memorandum of understanding Tuesday in New York to explore establishing an NYU Tokyo Campus, aiming to strengthen international education, research collaboration, and global student exchanges.

Tokyo and New York University have begun formal discussions on the possibility of opening an NYU campus in Japan’s capital under a memorandum of understanding signed during Koike’s visit to New York, according to the Tokyo Metropolitan Government.

The agreement marks a step toward expanding higher education opportunities and strengthening academic cooperation between the two sides. Officials also plan to explore new study abroad programs and joint research initiatives.

Tokyo And NYU Launch Campus Talks

The memorandum calls for regular discussions on creating a permanent NYU Tokyo Campus and establishing a local hub for NYU students participating in study abroad programs.

“The Tokyo Metropolitan Government and New York University share a global perspective,” Koike told reporters in New York, according to Kyodo News. “I look forward to deepening our cooperation in the future.”

The Tokyo Metropolitan Government said the agreement includes regular exchanges on academic research and discussions on expanding NYU’s international education programs.

Officials will also examine long-term plans for a permanent NYU Tokyo Campus that could strengthen Tokyo’s role as an international education and research center.

Musashimurayama Emerges as a Potential Site

Media reports identified Musashimurayama, in western Tokyo, as a possible future location for the campus.

The city is expected to benefit from a planned extension of the Tama Urban Monorail, which is projected to reach the area in the mid-2030s. Officials said the transportation project could improve access if the campus moves forward.

The memorandum does not establish a timeline for construction or commit either side to opening a campus. Instead, it provides a framework for continued discussions and cooperation.

Partnership Expands Global Academic Reach

The agreement also outlines cooperation on research involving natural disasters, climate change, artificial intelligence, and urban sustainability, issues that affect both Tokyo and New York.

Founded in 1831 and based in Manhattan, New York University enrolls about 60,000 students. The university operates degree-granting campuses in Abu Dhabi and Shanghai and maintains academic centers in 13 countries. The proposed NYU Tokyo Campus would further expand the university’s global academic network.

According to the Times Higher Education World University Rankings 2026, NYU ranks 31st globally, while the University of Tokyo ranks 26th.

NYU is not the only U.S. institution expanding its presence in Japan. Temple University Japan Campus is scheduled to begin classes next month at its newest location in Kawasaki, Kanagawa Prefecture.

Koike began her visit to New York on Tuesday and is scheduled to return to Japan on Sunday. Before visiting NYU, she met with United Nations Secretary-General Antonio Guterres at U.N. headquarters.
