Oregon Governor Tina Kotek has signed a landmark executive order mandating a “bell-to-bell” ban on student cellphone use during the school day across all K-12 public schools in the state. The order, announced on July 2, 2025, aims to combat increasing concerns over academic disruption, student mental health, and online bullying.

As reported by OregonLive, the ban will apply from the beginning of the first period until the final bell, with very limited exceptions. These exceptions include emergency use, educational activities approved by the teacher, and students who require phones due to documented disabilities. The directive is part of a broader effort by Kotek’s administration to restore focus in classrooms and reduce the negative impact of digital distractions.

Governor Kotek stated that “cellphones have become a serious barrier to learning,” emphasizing that young people’s well-being and academic performance are being significantly affected by excessive screen time.

Push for Uniform Policy Across Districts

Previously, Oregon’s 197 school districts had their policies governing student cellphone use, leading to inconsistencies across classrooms. According to the Oregon Capital Chronicle, the executive order seeks to unify these varying approaches and create a consistent standard across the state.

Kotek’s office cited growing evidence linking cellphone use to poor academic outcomes, increased anxiety, and a sharp rise in cyberbullying. The Oregon Governor referred to studies indicating that students perform better in environments where phones are not accessible. The order directs the Oregon Department of Education to provide implementation guidance to districts and offer support to educators during the transition.

In response to the announcement, Oregon Department of Education Director Dr. Charlene Williams expressed her support, stating the directive would “re-center classrooms on learning.” School leaders across the state have until the start of the 2025–2026 academic year to revise their policies accordingly.

Mixed Reactions From Educators and Parents

The decision has sparked debate among educators, students, and parents. While some applaud the move as a necessary step to reduce distractions and improve student focus, others are concerned about enforcement and student safety. In contrast, teachers like Portland middle school instructor Maria Herrera welcome the clarity the order provides. “This gives us a firm backing to enforce the rules, rather than making it up classroom by classroom,” she said.

Oregon Governor Kotek emphasized that student safety will remain a priority, and emergency communication protocols will be established. The administration plans to monitor the policy’s effects and adjust implementation as needed, aiming for a positive cultural shift in Oregon’s classrooms.

The executive order marks one of the most aggressive cellphone restrictions in the nation and positions Oregon as a leading state in reshaping tech habits within the education system.
